		<description>The difference in Russia and Franco&#039;s Spain and Pinochet&#039;s Chile is that these countries did not have delusions of grandeur.  Russia still believes that it is the third coming of Rome and the collapse.  The collapse of the Soviet Union was an embarrassment to the country&#039;s superpower status and international prestige.  However, the rust of the nuclear missles and Topols can be rubbed off.  These repainted weapons of past glory can be paraded in front of the masses to stir up patriotic and national fervor.  Yes, Russia doesn&#039;t give a damn about democracy or capitalism for that matter.  These government and economic systems are in vogue and convenient tools of the moment so that the elite can maintain control.  Everyday that system is looking more and more fascist.  It is time that the world wake up to that fact.</description>
